Terms of Use & Service Agreement
Binding terms governing access to public record index searches, state/county directories, Single Record Reports, and 30-Day Unlimited Passes.
1. Acceptance of Terms & Independent Non-Government Status
By accessing, browsing, searching, or purchasing any report or pass on RecordsRegister.com ("the Service"), you acknowledge that you have read, understood, and agree to be bound by these Terms of Use, our Privacy Policy, and our Public Records & FCRA Disclaimer.
RecordsRegister.com is a privately operated, independent commercial index of publicly available records and archival filings. We are NOT a government agency, court, vital statistics bureau, county recorder, or Secretary of State office, and we are not affiliated with or endorsed by any federal, state, county, or municipal authority.
2. Strict Fair Credit Reporting Act (FCRA) Prohibition (15 U.S.C. § 1681 et seq.)
RecordsRegister.com is NOT a "Consumer Reporting Agency" as defined by the United States Fair Credit Reporting Act (15 U.S.C. § 1681 et seq.), and the index abstracts, search results, and PDF Dossier Reports provided on this website do NOT constitute "Consumer Reports."
You expressly represent, warrant, and covenant that you will NOT use any information obtained from RecordsRegister.com—whether in free search teasers or unlocked reports—in whole or in part as a factor in determining any individual's eligibility for: (a) employment, hiring, promotion, reassignment, or retention; (b) residential tenant or landlord screening; (c) personal credit, loans, or mortgage underwriting; (d) personal insurance underwriting; (e) educational admission or scholarship qualification; or (f) any other purpose regulated under the FCRA or equivalent state consumer reporting statutes.
3. Permitted Personal, Genealogical & Informational Research Uses
Subject to your compliance with these Terms, you may use RecordsRegister.com solely for lawful personal, genealogical, historical, academic, or preliminary informational research—such as locating marriage certificate filing numbers, reviewing real property Grantor/Grantee deed chains, checking public civil or family court docket citations, verifying state professional license credentials, or looking up corporate charter filings before requesting an official certified copy from the local government custodian.
You agree NOT to use any data from RecordsRegister.com to stalk, harass, intimidate, dox, defraud, blackmail, or unlawfully discriminate against any person.
4. Public Record Compilation, Common Names & Accuracy Limitations
Our index is compiled from public marriage registries, county land recording indexes, judicial dockets, state licensing rosters, and commercial business registries. Because public record indexes are updated periodically and often record only names, jurisdictions, and filing years (without Social Security Numbers or private birth dates), a name match does NOT establish that two filings refer to the same individual.
We never fabricate, estimate, or extrapolate birth dates or ages that do not appear in the underlying public index. All records are provided strictly as informational index abstracts. To obtain a legally admissible, raised-seal certified copy, you must contact the designated Town Clerk, County Recorder, Clerk of Court, or State Registrar listed in Section 03 of your report.
5. Single Record Reports & 30-Day Unlimited Member Passes
RecordsRegister.com offers two one-time checkout options: (a) a Single Record Dossier Report, which unlocks the unredacted 3-section PDF report for the specific record selected at checkout; and (b) a 30-Day Unlimited Member Pass, which unlocks the selected record and provides an active Pass Code (RR-PASS-XXXX-XXXX-XXXX) valid for 30 consecutive calendar days from payment confirmation.
All purchases are one-time payments billed in US Dollars ($ USD) via PayPal. Neither Single Record Reports nor 30-Day Unlimited Passes auto-renew or create recurring subscriptions. Reports and passes unlock immediately upon verified payment confirmation.
6. Fair-Use Quotas & Anti-Scraping Rules
To maintain service availability and prevent automated harvesting, all visitors and 30-Day Pass holders are subject to our Fair-Use Policy, including per-minute search rate limits, per-minute report unlock rate limits, and a daily cap on unlocked dossiers per pass code.
You may not share, publish, resell, or transfer your 30-Day Pass Code to third parties, nor may you use bots, spiders, headless browsers, automated scripts, or bulk downloading tools to query or extract data from RecordsRegister.com. Violations may result in immediate pass revocation without refund.
7. Self-Service Privacy Opt-Out & Record Suppression
Any individual may request immediate suppression of public index entries matching their name and jurisdiction at no cost using our online Privacy Opt-Out tool. Please review our Privacy Policy for complete instructions.
8. Disclaimer of Warranties & Limitation of Liability
THE SERVICE AND ALL PUBLIC RECORD ABSTRACTS ARE PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING IMPLIED WARRANTIES OF ACCURACY, COMPLETENESS, MERCHANTABILITY, OR FITNESS FOR A PARTICULAR PURPOSE.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, RECORDSREGISTER.COM AND ITS OPERATORS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, OR PUNITIVE DAMAGES, AND OUR TOTAL AGGREGATE LIABILITY FOR ANY CLAIM ARISING OUT OF OR RELATING TO THE SERVICE SHALL NOT EXCEED THE AMOUNT YOU ACTUALLY PAID FOR THE SPECIFIC REPORT OR PASS GIVING RISE TO THE CLAIM.
9. Indemnification & Governing Law
You agree to indemnify and hold harmless RecordsRegister.com from any third-party claims, damages, or regulatory penalties arising from your breach of these Terms—including any unauthorized use of public record information in violation of the Fair Credit Reporting Act.
These Terms are governed by the laws of the United States and the State of Delaware, without regard to conflict-of-law principles.
